Esther draws on a decade of expertise to lead process and outcome program evaluations that drive change in the public health sector.

Esther has significant experience contributing to and leading evaluations, research, consultation processes and public policy projects. She enjoys facilitating meaningful and effective stakeholder engagement, drawing together data from a range of sources to produce robust insights, and developing fit-for-purpose recommendations and solutions that drive impact.

Prior to joining AHA, Esther spent 9 years as a consultant in Australia and New Zealand, delivering a wide range of policy, research, and evaluation projects for governments. Examples of her work include:

  • supporting the implementation of vaccination workforce initiatives
  • developing a range of national strategies and guidelines, from organ donation to the management of multi-drug-resistant organisms
  • evaluating and reviewing public health initiatives and programs targeting noncommunicable disease prevention and management
  • designing fit-for-purpose evaluation frameworks, including program logics, key evaluation questions, and data matrices
  • developing, consulting on, and presenting options for regulations and system design
  • supporting the New Zealand Government’s Treaty settlement negotiations.
Esther is a skilled evaluator with experience leading process and outcome program evaluations using a range of stakeholder engagement methodologies in the public health sector.
